About The Company
The Government Technology Agency of Singapore (GovTech) is the lead agency driving Singapore's Smart Nation initiative and public sector digital transformation. We harness the power of technology to make lives better for citizens, businesses, international audiences and the public service sector. Our mission: Engineering Digital Government, Making Lives Better. Our goal is to create a government that is "Digital to the Core, and Serves with Heart". We achieve this by using technology to create services that are easy, seamless and secure for people to use, and placing the needs of citizens and businesses at the centre of everything we do. As a digital government, our public officers are also able to continually upskill, adapt to new challenges and work more effectively across agencies as well as with citizens and businesses in Singapore.
About the Role

[What the role is]

National Council of Social Service (NCSS) offers a comprehensive learning internship designed to immerse students in Singapore's social service landscape. This programme provides structured exposure to sector development, research methodologies, and stakeholder engagement practices. Interns will learn from experienced professionals gaining deep insights into how social services address Singapore's evolving community needs whilst developing critical thinking and analytical skills essential for the sector.

Immersive Learning Experiences
To build sector knowledge and professional competencies, there are programmes such as "Learning Journey" or "Walk the Talk" which provide structured learning opportunities for you to observe social impact initiatives firsthand and understand service delivery models. Through guided interactions with different stakeholders, you will develop empathy, communication skills, and a nuanced understanding of social work practice whilst exploring potential career pathways.

Cross-Divisional Learning Programme
Beyond your primary project, you will spend 4-6 hours weekly in another NCSS division under close supervision. This rotation exposes you to diverse functions—from policy development to community engagement—helping you understand how different areas interconnect whilst developing transferable skills and gaining a holistic view of NCSS's sector development role.

Learning Synthesis and Reflection
Your internship concludes with a reflective presentation synthesising insights from both your main project and cross-divisional experience. You will articulate key learnings, demonstrate acquired skills, and reflect on how these experiences shaped your understanding of social service work, creating an opportunity for mutual learning with NCSS teams.

Period of Internship: 18 May 2026 - 24 July 2026

Join our HR Learning & Development team to contribute to workplace learning at NCSS. As our L&D Intern, you'll support the transformation of how our officers learn and develop their capabilities through digital innovation and content development.

[What you will be working on]

1. Digital Learning Content Creation
Design and develop e-learning materials for our Agency Learning Space platform. You'll have the creative freedom to experiment with multimedia formats, interactive elements, and innovative instructional design approaches that make learning both effective and enjoyable. This is your opportunity to blend creativity with pedagogy and see your work directly impact officers across the agency.

2. Course Catalogue Research and Development
Research and compile a course catalogue aligned with NCSS competencies. You'll explore learning needs, identify relevant programmes, and recommend courses that support professional growth. This involves engaging with stakeholders, conducting research, and gaining exposure to L&D planning processes.
