Job Description

AECOM has an excellent career opportunity for a creative and talented International Development Manager to support implementation of a U.S. Department of State (DOS) funded global infrastructure and investment activity and lead strategic business development initiatives. The incumbent will support the Partnership for Global Infrastructure and Investment (PGI) Fund Task Order on activities in the Western Hemisphere related to transaction advisory support. New business activities will include strategy and capture execution for selected pursuits. The new business role will focus on developing and implementing winning strategies, fostering collaboration across global and regional business teams, and ensuring operational excellence throughout the pursuit lifecycle. Overall, the position offers flexibility with remote/virtual work options and international and domestic travel as required.

Responsibilities of this position include, but are not limited to:

  • Coordinate technical assistance efforts with Main State, U.S. embassies, and key USG agencies to identify, evaluate, and advance infrastructure opportunities aligned with U.S. strategic priorities in the Western Hemisphere.
  • Engage regional counterparts and private sector investors to develop scopes of work for technical assistance, oversee deployment of short-term technical teams, and review technical deliverables across transportation, energy, mining, and digital infrastructure sectors.
  • Identify project implementation risks and issues, develop mitigation strategies, and monitor resolution to ensure successful program delivery.
  • Lead major pursuit efforts as the consultative sales process leader, developing competition-beating win strategies and directing discovery, differentiation, and delivery strategies for transformative programs.
  • Analyze competitive landscapes and leverage insights from recent wins and losses to refine business development strategies.
  • Promote collaborative approaches by leveraging multidisciplinary teams across the region and globe to deliver client-focused outcomes with strong project management and budget oversight.

Qualifications

Minimum Qualifications

  • Bachelor’s degree in communications, journalism, marketing, international development, business plus eight (8) years of experience or related experience.
  • Experience with USAID and/or DOS policies, procedures, branding and marking and reporting requirements.
  • Professional level Spanish language skills.

Preferred Qualifications

  • Demonstrated experience in infrastructure and/or critical minerals, energy, trade, and related issues in Latin America and the Caribbean.
  • Experience working on projects funded by USAID, DOS, or U.S. Trade and Development Agency.
  • Masters degree in international trade and development, engineering or similar field.
  • Relevant experience working in a global matrix organization.
  • Demonstrated experience managing project delivery teams and complex projects.
