Job Description Summary:

We would love to hear from passionate and motivated individuals who want to work towards being a rehabilitation officer for the visually impaired to work and have the ability to undertake the 2 year apprenticeship programme.

The Vision Rehabilitation Specialist (Adults) Higher Apprenticeship programme is an integrated degree, which involves study within the university setting and work-based learning. The programme is run by Birmingham City University.

You will be employed as a Rehabilitation Officer for the Visually Impaired Apprentice, within the citywide sensory and telecare team in the Adult Social Care sector of Hull City Council where you will spend time in your work base and be an active member of your team, responding to the needs of the people using our services, as per the job description.

The study year runs over a 24-month practice-based programme combining learning and development through academic study and practice through the workplace and alternative practice placements.

IMPORTANT INFORMATION – please ensure you can fulfil all the essential requirements on the person specification including qualifications and the information below before applying for this post:

· Attendance at university requires one full week every 5 weeks during which time you will be expected to stay in Birmingham.
· In addition, in year 2 you will also be required to attend for 2 full weeks around the start of the academic year in September.

You must have experience of working and engaging directly with adults with sensory impairments, families and carers in either a professional, personal or voluntary capacity.

In addition you must demonstrate a practical understanding of the impact of both sensory impairment and physical, emotional and attitudinal barriers faced by vulnerable adults and disabled people. You must hold a current driving licence and be able to transport self and equipment to various locations within the city

The role is to provide a holistic service to people of Hull with sight loss and/or hearing loss developing often complex and sometimes intensive rehabilitation packages, including daily living skills and orientation and mobility programmes.
The ideal candidate will have a level 3 specialist assessor qualifications for assessing deaf/blind people and have experience of assessing complex cases, joint working within a small specialist team which is part of a bigger multi- disciplinary team with social workers, OTs and Assistive Technology advisors and technicians in order to provide the best possible outcomes for people with a visual loss to improve independence and wellbeing.

The Ideal candidate will have a good understanding of the ROVI working standards and ideally be registered to the professional rehabilitation network, Also having some BSL skills would be advantageous. You will have a good understanding Social Care legislative framework including the Care Act and Mental Capacity Act

 

PRINCIPAL ACCOUNTABILITIES: 
1.    To promote and safeguard the welfare of vulnerable adults, families and their carers, within the ‘Making Safeguarding Personal’ principles.

2.    Statutory Obligations - To have knowledge of the Key Legislation e.g., Mental Health Capacity Act, Human Rights Act, Care Act, Health and Safety at Work Act and Housing Regeneration Act and be able to apply these in practice.  

3.    To identify, complete and review appropriate assessments and interventions which support independence, reflecting the needs and views of the service user. 
These include but are not limited to: 
•    Sensory Assessments.
•    Visual registrations.
•    Rehab work plans with key focus on Daily living skills, communication skills, mobility training and low vision training.
•    Specialist deaf blind assessments.
•    Rehabilitation plans and 
•    Small aids and Minor adaptations
•    Capacity Assessment
•    Best Interest Decisions 
•    Positive Risk assessments
 
4.     Assessing, devising and providing professional judgement to visually impaired people and their carers with individual specialist Orientation and Mobility training packages, utilising positive risk assessment.  Assess and provide appropriate Communication packages in the development of Braille, Moon, Touch Typing and /or other forms of communication. Assess and provide specialist individual Independent Living Skills / Rehabilitation packages.

5.     Manage and prioritise an individual case load activity on a regular and agreed basis with their line manager.  The post holder must seek advice and support from Qualified ROVI, Practice Lead Manager, other members of multi-disciplinary teams and/or line manager wherever needed.  The post holder must operate at all times in a person-centred way, coproducing solutions as far with the person who will use the services.

6.    Works in partnership with colleagues in the team to actively facilitate a culture which promotes people’s independence and resilience, choice and control. Will reinforce a personalised service for the person to live well and remain independent by utilising universal services, community resources and networks as far as possible.

7.    The post holder will work with other professionals such as Care Providers, care staff, Social Worker Assessors and OTs. Building relationships with other professionals, service users and their families are an essential part of your role.

8.    Supporting in the triage and prioritisation of referrals where an assessment is identified as essential.

9.    The post holder will be an ambassador for safe, efficient and innovative ways of working, adhering to legislation and promoting evidence-based practise and musculoskeletal health. You will challenge poor moving and handling practises and unsafe risk management decisions.

10.    The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health, safety and wellbeing and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
