BACKGROUND AND PURPOSE OF THE ASSIGNMENT
In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.
Through the MCO, WFP supports the Government of Jamaica to strengthen emergency preparedness and response, social protection systems, disaster risk management, and resilient food systems in a shock‑prone Small Island Developing State. WFP has played a critical role in scaling up crisis response to Hurricane Beryl (2024) and Hurricane Melissa (2025) through provision of food assistance to people impacted by both events, strengthened logistics and telecommunications, and enabled rapid expansion of government support through innovative disaster risk financing tools. Beyond emergency response, WFP is helping modernize Jamaica’s shock-responsive social protection systems through improved data and targeting; enhancing disaster readiness through training, digital systems, and logistics coordination with national partners; and strengthening food systems through more efficient, locally sourced school feeding programmes.
The purpose of this assignment is to support the effective design, coordination, and implementation of WFP programme activities in Jamaica by contributing to technical, operational, and analytical functions across key areas such as social protection, school feeding, livelihoods, and emergency preparedness. The role focuses on assisting with day-to-day programme management, strengthening data collection and analysis, and contributing to monitoring and evaluation processes that integrate gender and inclusion considerations. It also aims to enhance evidence-based decision-making through the preparation of reports and knowledge products, while supporting collaboration with government counterparts and partners, including under joint initiatives such as the SDG Joint Programme. Additionally, the assignment will contribute to improving programme delivery systems, including shock readiness tools and cooperating partner processes, ensuring alignment with WFP standards and timely, coordinated implementation.
ACCOUNTABILITIES AND RESPONSIBILITIES
• Support the development and implementation of programme activities within the assigned technical area, ensuring alignment with WFP guidelines and procedures.
• Assist with the coordination and day-to-day management of programme activities, helping to ensure tasks are completed on time and in line with agreed plans.
• Contribute to the preparation of reports and basic data analysis in areas such as social protection, school feeding, and livelihoods, under the guidance of senior staff.
• Support data collection, entry, and validation processes to ensure accuracy and consistency of programme information shared with stakeholders.
• Assist in gathering and organizing data related to shock readiness and anticipatory action, including contributions to tools such as the Shock Readiness Index.
• Help prepare knowledge products such as briefs, presentations, and summaries to support internal decision-making and external engagement.
• Support the development of monitoring and evaluation (M&E) frameworks, including ensuring gender and inclusion considerations are reflected in programme activities.
• Contribute to documentation, knowledge sharing, and learning across programme activities.
• Assist in coordinating with government counterparts, partners, and other stakeholders to support programme implementation.
• Support administrative and programmatic processes related to the onboarding and engagement of cooperating partners, in line with WFP procedures.
• Provide general programme support for WFP activities under joint initiatives, including the SDG Joint Programme.
DELIVERABLES AT THE END OF THE CONTRACT
1. Documentation of at least one workshop, training or coordination meeting with an external stakeholder along with a consolidated summary of key recommendations to strengthen collaboration and implementation.
2. M&E inputs developed in collaboration with Barbados focal points and technical leads, with interation of gender and inclusion considerations.
3. Compendium of knowledge products, summarising findings from research and evidence generation, including contributions to the Shock Readiness Index and anticipatory action initiatives.
Education
Master's and PhD students or graduates, researchers or professors (Please specify here the preferred fields of study)
Master’s degree (current student or graduate) in Development Studies, Agriculture, Food Systems, Rural Development, Social Protection, or related Social Sciences.
Experience
Advanced academic knowledge or technical experience in (Please specify here the preferred fields of experience)

o School Meals Programming
o Social protection systems and their linkages with livelihoods, education, or poverty reduction strategies.
o Experience in coordination, stakeholder engagement, and event/workshop facilitation is desirable.
o Field or volunteer experience working with vulnerable households is an asset.
Knowledge & Skills
• Strong analytical and organisational skills with the ability to produce clear, practical reports and implementation notes.
• Excellent communication and interpersonal skills, able to work effectively in multi-stakeholder settings.
• Ability to adapt to dynamic environments and manage multiple priorities.
• Familiarity with data collection, beneficiary feedback, and documentation methods.
• Demonstrated interest in food security, livelihoods, and climate resilience.
Languages
Fluency in English (Level C). Intermediate knowledge of any other official UN language (French, Spanish, Arabic, Chinese, Russian or Portuguese) is an asset. (Please specify here additional requirements at the duty station)
