About The Company
The Metropolitan St. Louis Sewer District (MSD) was formed on February 9, 1954, when voters approved the Plan of the District. MSD started operation and maintenance activities in January 1956 in an area roughly composed of the City of St. Louis and the portion of St. Louis County east of Interstate 270. Most of the remainder of St. Louis County was annexed by MSD in 1977. MSD is a public agency and is the only special district in Missouri created under a provision of the State Constitution. MSD's responsibilities include the interception, collection and treatment of wastewater, as well as stormwater management. MSD's current boundaries cover 525 square miles and encompass all of St. Louis City and approximately 90 percent of St. Louis County. MSD serves a population of approximately 1.3 million and has over 425,000 single-family residential, multi-family residential and commercial/industrial accounts. MSD currently operates seven wastewater treatment facilities, treating a combined average of 370 million gallons of sewage per day. MSD operates and maintains 9,790 miles of sewers. The age of sewers maintained by MSD ranges in age from less than a year old to 150 years old.
About the Role


CONSTRUCTION:
Essential Functions: 

  • Perform beginning level civil engineering work as part of a construction/contract management team responsible for the administration of the construction of collection system and/or facility improvement projects

  • Verify that the construction conforms to the contract documents

  • Evaluate/review change orders requests, contractor submittals and contractor claims

  • Prepare technical reports concerning complex construction and engineering problems and solutions

  • Perform construction observations

  • Make necessary field inspections to determine existing conditions

  • May meet with government officials, consultants, and the general public to help communicate District policies and responsibilities

Additional Responsibilities: Maintain records and prepare reports; perform related work as required or as delegated by supervisors.

DESIGN:
Essential Functions: 

  • Perform beginning level civil engineering as part of a design team responsible for the production of plans and specifications for the construction of District projects OR as part of a consultant contract management team responsible for coordinating the plans and specifications for the construction of District projects

  • Compile data

  • Check layout of manholes, inlet structures and pipelines, and calculate hydraulic properties of pipelines and drainage channels

  • Correlate information obtained from topographic and other maps and plans

  • Extend estimates

  • Process project information in preparation for construction bidding

  • May investigate storm water, sanitary, and combined sewer complaints and recommend solutions to problems

  • May make necessary field inspections to determine existing conditions

  • May meet with government officials, consultants, and the general public to help define District policies and responsibilities

Additional Responsibilities: Maintain records and prepare reports; perform related work as required or as delegated by supervisors.

ENVIRONMENTAL COMPLIANCE:
Essential Functions: 

  • Perform beginning level civil engineering as part of an environmental compliance team; 

  • assist in review Engineering submittals for plan review for pretreatment pollutant control technologies and designs to ensure customers' compliance with federal, state and local regulations; 

  • Review significant industrial users reports and prepare permits; 

  • Assist with inspections of sanitary and storm pollution control equipment; 

  • Review, evaluate and summarize of federal, state and local environmental regulations which may impact the District or its customers; 

  • Advise District operating units and customers on environmental requirements and coordinate with them to ensure District compliance with requirements; 

  • Review or prepare required regulatory reports, applications and plans; 

  • Enforce compliance with District Ordinances; 

  • Keep detailed records and prepare administrative and technical reports. 

  • Perform industrial and other facility wastewater billing investigations; 

  • Secure, update and process information from industries relating to the volume and strength of wastewater discharges and determination of appropriate billing factors; 

  • Document and maintain discharge data. 

  • Assist in the daily operation of the District's hauled waste program; 

  • process and approve/deny special discharge applications.

PLANNING:
Essential Functions: 

  • Perform beginning level civil engineering with a development review team

  • Review plans for sewerage and drainage facilities to ensure compliance with regulations and engineering design requirements

  • Provide technical assistance to consulting engineers, developers and customers on sanitary and storm water drainage facilities

  • Compile data

  • Calculate drainage areas

  • Check layout of manholes, inlet structures and pipelines, and calculate hydraulic properties of pipelines and drainage canals

  • Correlate information obtained from topographic and other maps and plans

  • Perform hydraulic modeling

  • Coordinate with various groups within the District including, Operations, Design, Construction, and Development Review

  • Monitor project schedules

  • May investigate storm water, sanitary, and combined sewer complaints and recommend solutions to problems

  • May make necessary field inspections to determine existing conditions

  • May meet with government officials, consultants, and the general public to help define District policies and responsibilities

Additional Responsibilities: Maintain records and prepare reports; perform related work as required or as delegated by supervisors.

 

MINIMUM QUALIFICATIONS

Training and Experience:

  • Qualified candidates must be currently enrolled as a full-time student studying towards a bachelor's degree in Engineering.  

  • Must be able to work full-time (up to 40 hours per week) during the summer in St. Louis, MO.

 

Special Requirements:

Must possess a valid driver's license issued by the state in which the employee resides.
 
Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position.
